JAMESTOWN SCHOOL COMMITTEE MEETING

Call to Order: Ms. Kaiser called the general meeting to order at 7:05 p.m. and led the Pledge of Allegiance.
Ms. Kaiser called the Roll Call. All Present
Public Forum: Mr. Bob Dolan, representing the Jamestown Tree Commission, requested the School Committee to consider allotting $3,000.00 from their 2003-04 Budget for the removal of the dead pine trees on the property. He stated that they are making the same request to the Recreation Department and the Town Public Works Department. He stated that they estimate the total cost to be $7,500. - $10,000. Discussion was held
Ms. Julia Held thanked and commended the School Committee for their efforts with the North Kingstown School Committee regarding the North Kingstown High School Tuition issue. She also commended them for their efforts with the Health Care Benefits issue.
Mr. Brennan asked to publicly thank Ms. Kaiser for her presentation at the North Kingstown School Committee meeting.
North Kingstown High School Tuition Update and Discussion: Mrs. Sipala spoke regarding the North Kingstown High School Tuition issue. She stated that as of 12/5/02 the Jamestown student population totals 191 students. Mrs. Sipala recommended that the School Committee keep the estimated student tuition number at 195 for the 2003-04 School Year. Mrs. Sipala reported that North Kingstown does not anticipate a large increase in the tuition rate for the 2003-04 school year. Discussion was held.
Discussion was held regarding the North Kingstown Tuition sub-committee. Mrs. Sipala suggested that the Jamestown School Committee decide who would be on this committee and then inform North Kingstown School Committee that they should have equal representation. She also recommended that North Kingstown School Committee be informed that Jamestown will have legal representation and representation from our Business Manager at times.
It was agreed that Mrs. Sipala, Ms. Kaiser and Mr. Brennan would make up the Jamestown sub-committee. Discussion was held.
It was agreed that Mrs. Sipala would send a letter to the North Kingstown School Committee informing them of the members of the Jamestown sub-committee and asking for equal representation from North Kingstown.
The School Committee asked to write letters of inquiry to other school districts regarding our high school students and the possibility of tuitioning them into their systems. Mrs. Sipala stated that she would also make follow-up phone calls to the schools. Discussion was held.
Budget 2003/2004 Discussion: Mrs. Sipala opened discussion on the 2003-04 Budget changes.
Mrs. Sipala presented the following cuts to the Budget: The position of Standards Coach ($44,768.07), Contingency ($11,646.), Custodian by 20 hrs. ($11,646.), Technology ($4,306. due to a repletion of a line, not a cut), Compass School Tuition ($9,121.50) and North Kingstown Tuition ($30,282.)
Total Cuts: $111,922.65.
Discussion was held regarding Charter Schools. Mrs. Sipala stated that she will request the Rhode Island Department of Education to send a knowledgeable representative to explain Charter Schools and answers any questions the School Committee may have regarding this issue.
Mrs. Sipala presented information and answered questions regarding; Other Tuitions, the Contingency Account, and Benefits. She stated that Mrs. Alfred would discuss the Debt Service and any other questions the Committee had at the December 12th meeting.
Mrs. Sipala stated that with these changes to the Total Expenses the original 12.14% increase was changed to a 10.80% increase.
Discussion was held concerning State Aid. Mrs. Sipala suggested asking the Town to have the $30,000. for housing Aid to come directly to the School instead of going into the General fund.
Mrs. Gooding opened discussion on the Ĺ time Maintenance position and the benefits that go with this position.
Mr. Brennan opened discussion regarding the Pre School tuition.
Mr. Brennan opened discussion regarding the Fund Balance.
Ms. Kaiser opened discussion regarding the Tree Councilís request. She suggested making it a contingency line in the budget.
Mrs. Gooding opened discussion regarding the 7th grade textbook request.
Mrs. Sipala stated that she and Maria would have an updated budget for the School Committee by Tuesday.
